UGC approval of the amended Memorandum of Association (MoA) submitted on 29 June is the only formality left for Gurukul Kangri University to get Deemed University status
The Gurukul Kangri University, Haridwar has been told by the University Grants Commission to get its governing body approved by the Union Ministry of Human Resource Development (MHRD). The move will bring the 113-year-old varsity a step closer to becoming a deemed university under the control of the MHRD. Sources at the university told a daily that UGC approval of the amended Memorandum of Association (MoA) is the only remaining formality. The university submitted the MoA on 29 June.
The council has directed the university to make "certain very minor changes" in it. Shrawan Kumar Sharma, the university teaching and non-teaching employees’ coordination committee Chairman stated to a daily,"These have already been made and a letter is being sent to the MHRD for approval of the university governing body”. Similar letters have been sent to other deemed universities receiving grants from the UGC.The UGC has taken no cognizance of the letter of objection that the Arya Pratinidhi Sabha had written to it on July 7, 2015. The Sabhawas the supreme governing body of the university since its inception. The letter from the Sabha had questioned the validity of the resolution which the university Board of Management (BoM) adopted on 25June, 2015. The resolution was regarding the amendment to be made to its existing MoA 2012 to incorporate UGC amendments 2014 and 2015 in the UGC Regulations 2010.
The Sabha wrote,”The (university) managing society shall be owned by a sponsoring society, which in case of GKV (Gurukul Kangri Vishwavidyalaya) being a public funded university, shall be central government”. Sabha Secretary Vinai Arya had sought clarification regarding the term "public funded" in letters written separately to the MHRD on 26Juneand to UGC on 8 July, under the RTI Act. Vinai Arya told a daily,"I have also asked them to differentiate between institutions on grant-in-aid and public funded ones”. The university's existing MoA, Section 5.11 says that, "sponsoring body means Arya Pratinidhi Sabha (Punjab, Haryana and Delhi)”.The UGC amendments have arbitrarily changed it according to Arya. He added that neither the MHRD, nor the UGC had responded to the RTI inquiry saying, "An appeal has been filed as per rules, and we will not hesitate to go to the court”.
