In a written reply submitted in the Rajya Sabha, Minister of State for Human Resource Development Mahendra Nath Pandey stated that the University Grants Commission (UGC) has prescribed a “Performance Based Appraisal System” for teachers.
After several rounds of discussions and consultations and taking into account the recommendations from a number of teacher associations among others UGC introduced the UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and measures for the maintenance of standards in Higher Education) 4th Amendment Regulations, 2016. The new regulations came into effect from 11 July 2016 and supersede any previous amendments to the regulations.
As per the new norms, the teaching hours for the teachers remain the same. Also any candidates who had been awarded or were registered for PhDs before 11 July 2009 will not need to clear the National Eligibility Test for appointments to the posts of assistant professors.
